File contains a memo regarding a new rank of scoutmaster called a Troop Leader. This new development would allow a head scoutmaster to spilt up his troop into units with an ancilary scoutmaster over each individual unit based on aged in order to achieve more individualized contact with the scouts. File contains a correspondence between Lord Robert Baden-Powell and Mr. Everett concerning the use of a strap and troop patch on the shoulder of the scout uniform. Dated 1916.

Includes a written reports by Count Futaura of Japan regarding being helped by London scouts. Dated 1910-1920.
