Heber John Mulliner (1849-1920) was a missionary for the Church of Jesus Christ of Latter-day Saints in England.

Heber John Mulliner was born November 19, 1849 in Council Bluffs, Iowa, to Samuel Mulliner and Harriet Armelia Berry. Heber served a mission for the Church of Jesus Christ of Latter-day Saints in England in 1894. Heber married Florence Betts on September 27, 1895, in Salt Lake City, Utah. They had one daughter. Heber died January 15, 1920, in Salt Lake City, Utah.
