Scope and Contents Two typewritten and signed letters and one signed presidential pardon. One letter is dated September 21, 1940 and is addressed to Ralph L. Carr, Governor of Colorado. The item is concerned with the Selective Training and Service Act of 1940. Roosevelt wants each state to establish its Selective Service System as soon as possible and requests Carr's full support in this effort in Colorado.
