Scope and Contents note

This collection contains the papers of Representative Willard Hale Gardner as he served on the Utah State Legislature from 1973-1984. Because Representative Gardner was a part of the Senate Committee System, the collection’s series itself is mainly divided by the Senate Committee Systems. Series 1 through 17 are derived from the United States House of Representatives Committee Systems. Series 17 is for the correspondence that Representative Gardner received. Series 18 is Human Services, a temporary Committee System existent during Gardner’s term as representative. Series 19 is related to the concerns of Senior Citizens of the community. The collection includes correspondence, newspaper clippings, surveys, articles, newsletters, congressional reports, notes, meeting minutes, pamphlets, memorandums, House and Senate journals, budget reports, brochures, bulletins, and other papers, concerning topics such as education, city planning, environment, land and water use, health, natural resources and energy, prisons, courts, transportation, pollution, parks and recreation, natural disasters, police and police academy, military, veterans, and family issues.

Biographical History

Willard Hale Gardner was born on December 22, 1925 to Rebecca Viola Hale and Willard Gardner. Willard is the seventh child of Rebecca and Willard. From 1944-1946 he served as a part of the United States Navy. Willard is married to DeAnn Gardner and they are parents of six children. Willard served as a Republican Utah State Representative from 1973-1984 in Districts 38 and 63. Representative Gardner served as a Co-Chairman of the Natural Resources and Energy Joint Appropriations Committee while he was a State Representative.
