Biographical History

Andrew Lincoln Howard is from Utah. In the Cold War, he served in the Army as a surface warfare officer, commanding officer and qualified inshore boat unit commanding officer. He served in California, the Pacific Ocean, and Kuwait. During the Afghan War, he served in the Navy as a captain. During the War on Terrorism, he also served in the Navy.
