Also includes an audit report dated April 15, 1978, and GI Bill Amendments – Tuition Equalization, Tuition Advance Fund, Bill A. 3044 – on student tuition advances. Additionally contains “Testimony on the Constitutionality of Tuition Tax Credits” by Antonin Scalia, “Government and the Ruin of Private Education” by Daniel Patrick Moynihan, and “The Tuition Advance Fund: A proposal for Funding Higher Education” John R. Silber.
