Contains two two-page typed copies of William Gates' resolution of protest to be sent to the International Congress of Americanists. The letter protests the Congress' abrupt declining to hold a future congress at Philadelphia. Contains also a list of official delegates to the Twentieth International Congress of Americanists to be held in Brazil in 1922. Contains also a blank registration form for the Congress.

Gates in this article describes Mexico's struggles since the colonial period, praising the efforts of Mexico's post-revolution leaders (Lázaro Cárdenas) and their efforts to enact agrarian and educational reform. Gates is also critical of excessive spending under President Roosevelt's New Deal.
