(grew up in Hurricane; attended the Branch Agricultural School until 1944; attended BYU and married Rose Marie Brokaw on November 22, 1950 in the Salt Lake Temple; they moved to Salt Lake City then, where Harvard worked as a Court Clerk; moved to Lehi where Harvard opened his first law office; active in politics in the Democratic Party, and elected as a State Senator for one term; served as County Chairman of te Democratic Party, Deputy Secretary of State of Utah, and Deputy Lieutenant Governor, and Deputy Treasurer of teh State of Utah in charge of unclaimed property.)
