E. Cecil McGavin (1900-1975) was an author in Utah.

Elmer Cecil McGavin was born on February 10, 1900 in Marysville, Idaho to Robert Elmer McGavin and Elizabeth Abigail Cooper. He married Harriet Parkinson on September 15, 1919 in Logan, Utah. On July 28, 1975 Cecil died in Salt Lake City, Utah.
