Handwritten and signed order in Spanish. The document is for the paymaster of Nueva Viscaya to give all soldiers of the province complete payments. The item reprimands the actions of Colonel Juan Felipe Oroses who was making deductions on the soldier's salaries as punishment for the desertion of 17 men of the garrison at Cerro Gordol.

Richards and were issued under the command of Brig. Gen. F. D. Richards and apparently deal with the fall muster of the Utah militia in Ogden.
