This Special Order No. 95 was given by General McCall, and was written by H. J. Biddle. It was written at the request of the men of the the Rifle Regiment of Reserve Volunteer Corps, who will from then on be known as the Kane Rifle Regiment of the Reserve Volunteer Corps.
