Scope and Contents
Briefly comments on China Teachers Program which sent couples to China to teach English beginning in 1989; International Relations Program, subsequently known as David M. Kennedy Center for International Studies; and Washington Seminar, which sent students to study in Washington D.C. Also mentions his experience as a Fulbright professor in Vietnam during Vietnam War, and on the "spy scandal" at BYU in the late 1960s. Interviewed by Carol Ottesen, historian of BYU Emeritus Alumnus Association.

Biographical History
Ray C. Hillam was a political science professor at Brigham Young University beginning in 1960, where he cofounded the International Relations Program, the Washington Seminar, and the China Teachers Program.

Custodial History
Carol Ottesen, historian of BYU Emeritus Alumnus Association, interviewed Jacobs at suggestion of University Archives. She delivered interview tape to University Archives in August 2000, shortly before departing with her husband to participate in the China Teachers Program. Interview transcribed by BYU Special Collections, and draft transcript mailed to Hillam in January 2001. He edited and retyped the transcript and returned it to University Archives in March 2001.
