Scope and Contents note

The Utah Territorial Legislature papers, 1853-1880 contain the following: 1. Voucher for Mileage of Members of the Council. January 12, 1880. Shows names, counties, residence, miles traveled and signatures of 13 legislature members. Names of Lorenzo Snow, Erastus Snow and Joseph F. Smith are included. Arthur L. Thomas, Secretary of Utah Territory, has signed the voucher, indicating that he paid everybody. A note certifying the correctness of the mileage record signed by Lorenzo snow. 1 leaf, 18 by 22 inches. 2. Voucher No 38: Session of 1862-3. December 8, 1862. List of members of House of Representatives of Legislative Assembly of Territory of Utah who have received payment for mileage and attendances. Shows names of 31 men with their signatures. Names include Orson Pratt Sr., Joseph A. Young and William W. Phelps. 1 leaf, blue paper, 19 by 22 inches. 3. Three documents signed by John Hartnett: Abstract Per Diem of Officers March 31, 1859; and “Account Current with the United States,” March 31, 1859; “Per Diem of Members of Legislative Assembly,” August 30, 1859. Names of John Taylor, Phineas H. Young, George A. Smith and 14 others are shown. Both notes certifying accuracy of records are signed by John Hartnett, Secretary of Utah Territory. 4. Receipts from Wholesale Booksellers Stationers. 2 leaves: 8 by 12 inches and 12 by 16 inches. 5. Vouchers, voucher duplicates and 1 photocopied voucher for various legislatures. They are being paid for mileage, postage, sawing wood, book storage, candlesticks, cleaning Legislature Halls, printing notices, sand, book binding, Congress chairs, desks, door parts, printing costs, copying laws and other services and materials. Circa 1858-1859. 6. 4 voucher packet covers and two sealed packets of “Duplicates: Accounts Rendered August 10, 1859. 7. Documents certifying that various men were members of the House of Representatives of the Territory of Utah. Signed by John Taylor, Speaker of the House of Representatives or by Daniel H. Wells, President of the Council. Circa 1858-1859. Some are handwritten; others are on typed forms with words filled in by hand.

Administrative History

The Utah Territorial Legislature was held before Utah was granted statehood.

The Utah Territory was a pre-statehood organization containing land in four modern state boundaries. By 1868 it included only the land in the current state if Utah. Soon after the territory was organized in 1850, Brigham Young became its first governor in 1851 and the first session of the Territorial Legislature was held. In all, 31 legislative assemblies were held by the time Utah was granted statehood in 1896.
