Report made by Mr. Cullom, from the Committee on Territories, regarding House bill #696 about the execution of the laws in the Territory of Utah, Congress has a right to govern the territories, Utah's failure to comply with legislation outlawing polygamy, includes other states' laws on polygamy, includes a testimony against the Mormons from R. N. Baskin. Dated February 3, 1870
