Lucy Grant Cannon was born in 1922 in Salt Lake City, Utah to George Jenkins Cannon and Lucy Grant. She grew up in Salt Lake, attending Ensign Elementary, Bryant Junior High, and West High School. She continued her education at Brigham Young University, where she studied education and home economics. During her senior year at BYU she served as president of Associated Women Students.

In 1943 she married Keith Clinton Dutson in the Salt Lake Temple, and together they had two children. After their marriage they moved to Southern California, where her husband worked as optometrist. She returned to school to earn her teaching certificate from University of Utah, and afterward taught at the Lafayette School in Salt Lake. In 1957 she began working as a secretary at the University of Utah, first in the Department of Meteorology and then in the College of Mines and Mineral Industries. In 1967 she married Frank W. Taylor, and became stepmother of two children. She retired from the university in 1976.

An active member of the Church of Jesus Christ, Taylor has served in a range of callings. Between 1956 and 1970 she worked on the Primary General Board. She also served as hostess on Temple Square, and as a missionary to Chile.
