Administrative History
The Inter-Organizational Council (1949-1988) was a student administrative body at Brigham Young University. The council coordinated the establishment of social units and social clubs, coordinated activities, and during some periods enforced university policies.
The Inter-Organizational Council was established in 1949 to assist the university in managing the campus social unit organizations. Generally composed of the presidents of each social unit, the group helped determine policies for activities and to establish unit rules. After the dissolution and replacement of social units with social clubs in 1961 the IOC continued its work with these new organizations. The IOC worked with other student organizations in enforcing university regulations, including the Penal Court. In a revision of the group's constitution in 1966, the council was for a time given responsibility for investigating rule infractions prior to prosecution in the student courts.
In 1970 the council became more closely aligned with the Associated Students of Brigham Young University (ASBYU) Organizations Office. As a result the scope of the group at times expanded to include other clubs, but by the mid-1980s it was again focused on social clubs. In 1986 the IOC officers resigned in protest of revised university policies that they saw as undermining their oversight role for social clubs. With the dissolution of ASBYU in 1988, the IOC was also abolished.
Presidents of the Inter-Organizational Council included Clayne Fosgren (1961), Merve White (1962), Bill Blackburn (1965), Ron Rossiter (1966), Jan Perkins (1970), and Gregory Kearl (1986).
